I’m going to need a lot of help on this one. I’ll be the first to admit, this is a topic I don’t totally understand. Here it is: What is there in the Black experience in America that causes us to want to trust people and institutions so much? Is it a sad, lingering need to feel respected, to be considered a part of something larger than our own Black community?

Very like an island...? All maps before a certain date are free. There are no uniform or standard plans. They are simply possibilities. True, some of them are trying to make documentary surveys. @Richard doesn't have to be the owner it says "any person being the owner or having charge or control of any animal" she was a person in control of the animal at the time she picked it up.
